1. All citizens of every state form the moot, with the exception of the King, who still holds the right to speak therein. The council is lead by the High Priest of Nor-Krantism, who will keep order and decorum.
2. A citizen may call the Moot at any time to discuss a single issue, and the moot holds a meeting on the 5th of every Gregorian month, wherein the first issue to be brought forth is discussed.
3. Discussion in a Moot is held a maximum of three days, voting also a maximum of three days.
4. All eligible citizens hold a single vote in the Moot.
5. The Moot may pass laws with a simple majority
6. The Moot may amend the constitution, may overturn a veto, and may do all other powers in the land not elsewhere discussed with a 2/3 majority. If it passes an unconstitutional law the new law will be amended into the constitution.
7. The Moot may call for new elections for the Althing, the replacement of a mister, or the King in a session in which a 2/3 majority votes to do so.
8. The Moot may serve to try and sentence criminals should a criminal opt
9. The Moot may in no way alter state government.
10. The Moot has the final say on all issues of national government; it may not be overturned or overruled.
