2. The Witen handles matters of taxes, charters, and treaties. All laws concerning these must pass through this body.
3. The Witen advises the King on matters of taxes, charters, and treaties.
4. A charter must be issued by the Witen in order to open any organization within Arminy’s borders, with the exception of political parties."

The Witen is the body of government most likely to be conservative, as a counter-balance to the likely more liberal Althing. It is composed of the executive of each state, so mostly the vassal kings of the Arminian crown, and one or two elected officials. Its approval is required on all issues involving: 1. Foreign Relations Treaties 2. Expansion of Arminy 3. The opening of organizations in Arminy 4. Taxes
